City Manager

The City Manager, Paul Kramer, serves as the City's chief executive officer and is responsible for providing professional leadership in the administration and implementation of all City operations and the policies, goals and vision set forth by the Mayor and the City Council. The City Manager's Office consists of Administration, the City Clerk's Office, Communications, Municipal Court, Human Resources, and Legal.

City Manager Paul Kramer
Paul KramerPaul Kramer joined the City of Shawnee as the City Manager in April 2024. Before joining the City, he served as the City Manager in Leavenworth, Kansas. His experience also includes time as Leavenworth’s Assistant City Manager and as Communications Specialist with the City of Kansas City, Missouri. Paul earned a Bachelor of Science in Journalism and a Master of Public Administration degree, both from the University of Kansas.
Deputy City Manager Colin Duffy
Colin DuffyColin Duffy joined the City of Shawnee as the Assistant City Manager in December 2022 and was promoted to Deputy City Manager in September 2024. Before joining the City, he worked as a Senior Management Analyst. Colin earned a Bachelor's Degree in Political Science and Psychology and holds a Master's Degree in Public Administration, all from Wichita State University.

Colin enjoys working on special events and other run projects for the City. In his free time, he enjoys cooking, running, and board games. 
Assistant City Manager Lauren Grashoff
Lauren GrasoffLauren Grashoff joined the City of Shawnee in 2014 as the Neighborhood Planner and was promoted to Deputy Community Development Director in 2022. With extensive experience in urban and community planning, Lauren has also worked for the cities of Manhattan, Kansas, and Blue Springs, Missouri.

She holds a Master’s Degree in Regional and Community Planning from Kansas State University and is a Certified Planner through the American Institute of Certified Planners (AICP). Lauren is also a Certified Public Manager (CPM) through the University of Kansas, showcasing her commitment to effective leadership and public service.

Throughout her career, Lauren has been instrumental in driving strategic initiatives, fostering community engagement, and enhancing neighborhood development efforts, making her a valued leader in the field.
